We, the Movement for Violence Free Negros, are calling on the attention of DOJ Sec. Leila de Lima, DILG Sec. Jesse Robredo, PNP Chief Dir. Raul Bacalzo, the House of Senate as well as the House of Representatives to please conduct a thorough investigation on the Province of Negros Oriental. We appeal to you to please act on the matter as we believe that incidents of violent occurring in the province are related to the illegal activities involving people in authority as well as men-in-uniform.
We seek your help as we believe that more violence will erupt if the situation at hand could not be contained, restrained or handled properly at the earliest possible time.
Last July 26, 2011, the residence of Miguel Dungog (a former NBI personnel and leader of Task Force Kasaligan) located in Siaton, Negros was strafed. We believe that this could be linked to an earlier incident which occurred sometime last February 08, 2011 at the residence of Rommel Dy, an illegal gambling financier. Where Dy and Dungog had a major argument which almost resulted in an exchange of gunfire.
Dungog, has been involved in numerous illegal activities among others were: (1) Cutting of Narra trees without the proper permit from the DENR,and; (2) Alleged dealings with illegal gambling lord by receiving payola, also alleged in cahoots with Sr. Supt. Rey Lyndon Lawas. (See Annex A attached)
Although such allegations were denied by both Dungog and Lawas, the question remains as to: (a) Why was the residence of Dungog sprayed with bullets?, (b) Who are these gunned men and what is their purpose or intention to do so? We believe that this is related to dealings with illegal gambling lords.
Again, we appeal to you, to please give this matter attention, as we are concerned for our safety here in the province of Negros Oriental. We join in hand with the church to seek your help in stamping out these violence and illegal activities that affects the lives of our kababayan in this part of the country in one way or the other.

We believe that a thorough investigation be conducted on people who are in the position, but are using their authority in a negative manner. Instead of conducting themselves righteously, they are the ones who are adding up to the problems in the community although they deny these facts. They are what is being referred to in the Holy Book as “Wolves in Sheep’s clothing’s”.
We have gathered information’s which we believe is for you to look into the veracity of such allegations.
Negros Oriental Police Provincial Office Director Sr. Supt. Rey Lyndon Lawas will not be ordered relieved by higher authorities of the Philippine National Police if he can effectively cripple the illegal gambling mania in Negros Oriental by August. Governor Roel Degamo said that he will not stand in the way although he admits he enjoys a healthy relationship with Lawas.
Recently, Lawas was given direct orders by Department of Interior and Local Government Secretary Jesse Robredo to wipe out all forms of illegal gambling in the province. Governor Degamo himself supports such order on Lawas to stop illegal gambling by the end of the month.
In response, Lawas has instructed all chiefs-of-police to intensify the crackdown against all forms of illegal gambling and render him periodic reports of their operations. Lawas also vehemently denies that he is receiving bribes from gambling financiers claiming that his name has been unfairly used by those he is supposed to run after. Degamo said that Lawas can wipe out gambling by simply gathering solid evidences enough to convict the financiers whose identities are known to the provincial director himself.

It is quite interesting to note that Sr. Supt. Rey Lyndon Lawas, unknown to most people, also gave another directive to all Chiefs-of-Police to call all illegal Suertres coordinators for a meeting. It has come to our knowledge that before July 13, 2011, Sr. Supt. Rey Lawas instructed the Chief of Police in Tanjay to call all illegal Suertres coordinators for a meeting to be held on the said date. On this particular date at 11:00 a.m., Lawas himself went to Tanjay to conduct the said meeting. During the said meeting, he instructed all coordinators to stop operating using Suertres results but instead shift to operate the Bingo Milyonaryo.
Bingo Milyonaryo was originally introduced by the government in order to bring down the number of illegal swertres lotto players, which it failed to do. Instead, upon its discontinuation by the government, illegal gambling providers created their own version of Bingo Milyonaryo and thus the second illegal gambling game was created due to popular demand.
THE Parish Pastoral Council of the Diocese of Dumaguete passed a resolution urging the governor, all city and municipal mayors and their councils, as well as village chiefs, to end all forms of illegal gambling activities in the province.
The Diocesan Council of the Laity and Diocesan Organization Renewal Movements and Communities also called on local officials to ban the operation of Lotto, “swertres” and Bingo Milyonaryo.
The same resolution was passed by three Catholic Christian organizations that denounced the Philippine National Police and other law enforcement agencies for being weak in stamping out illegal gambling.
Gambling in the province brings destruction in the lives of countless people, especially the children, the poor and elderly, the resolution states.
The Bingo Milyonaryo, a numbers game, similar to lotto, was introduced in Negros Oriental allegedly to reduce the illegal numbers game, “swertres”, in the province, making illegal legal, the resolution stated.

It is also a fact that PNP Provincial Director, Sr. Supt. Rey Lyndon Lawas, has been campaigning for the installation of the Bingo Milyonaryo in order to reduce the illegal gambling activities in the province. With this in place, the number of illegal gambling has not significantly reduced to this date. In fact, Supt. Lawas admitted that he is a bit worried because some individuals who are enterprising might use the Bingo Milyonaryo for other illegal gambling operations.
We have also heard that Lawas has been negotiating insistently and persistently, to Mayors in different cities here in Negros Oriental to be granted permit to operate Bingo Milyonaryo in their respective cities. The City Mayors of Bayawan, Bais, Guihulngan and Tanjay have all denied him the permit to operate Bingo Milyonaryo in their individual cities as they do not believe in any form of gambling, be it legal or illegal. We believe these mayors can attest that Sr. Supt. Lawas did indeed try to negotiate with them.
If we remember it right, Sr. Supt. Rey Lyndon Lawas, was said to be involved in receiving payola from these illegal gambling lords, together with Miguel Dungog, an NBI personnel, who was found to be involve in some other form of illegal activities as well.
We have gathered that payola from illegal gambling lords was stopped due to reports/issues linking Miguel Dungog and Sr. Supt Rey Lawas to these illegal gambling lords.
Miguel Dungog, then head of the Task Force Kasaligan, went to Manila together with a relative, who is currently a governor in the province, to seek audience with the organizers of Bingo Milyonaryo, so as to be allowed to operate the said numbers game in the province of Negros Oriental, which was granted.
On the onset of operation of Bingo Milyonaryo, we were informed that, anybody operating illegal Suertres will be caught and prosecuted. However, should they agree to shift their operation to Bingo Milyonaryo, no arrest will be made on them. We believe that such drastic move have provoked some of these illegal gambling lords to act violently as this would entail cost to their operation and disrupt the continuous stream of income/collection on their part.

And at the same time, noticeably, there are PNP men on duty in the said compound. Is this legal? Aren’t these PNP personnel supposed to be protecting the people instead of such compound with Bingo Milyonaryo establishment? Are local officials supposedly involved in such gambling operations?
We have been informed that Sr. Supt. Lawas is receiving 15% from gross of all the Bingo Milyonaryo operations in the province. Accordingly, 1% of the amount goes to be used as Intelligence Fund of the PNP in the province. Has the government not provided enough funds for intelligence operations? What is the need for such additional amount? Has the PNP now turned into becoming a private army? And Task Force Kasaligan as well as DILG personnel are being utilized to monitor and gather the funds from such Bingo Milyonaryo establishments.
In another area, particularly in La Libertad, Negros Oriental, a name of a certain PO1 Jekker Saragina Llanes popped out linking him to be an illegal Suertres operator as well as protector. He was said to be persistent in such activity as according to him, he has the blessing of Sr. Supt. Rey Lawas to engage in such illegal Suertres operation in the area. He is even known to have been harassing some business people, reporting to duty under the influence of liquor, even to the extent of abusing his live-in partner brutally. Must we tolerate such kind of man-in-uniform in their evil ways? Cant Sr. Supt. Lawas do anything about this fellow who is using his name? Does this PO1 really have the blessing of Lawas to engage in such operation?
Lastly, the fact that a relative of Miguel Dungog, who is currently a Governor in the province of Negros Oriental, has been linked with the group to be receiving payola. Is he raising fund for use in preparation for campaign in the next 2013 election? If so, should we be allowing such kind of person to run in elections, knowingly he would again be in consortium with illegal gambling lords or concede with such other illegal activities.
In summary to the aforementioned, we cannot help but ponder. Are these men in authority and in uniform trying to shift from having these illegal gambling lords operate legally, making what once was illegal legal? Payola in this scenario has become a legal thing.
We therefore, reiterate the stand of the church, that all forms of gambling, be it legal or illegal, be stopped. As gambling has only beget misery in the lives of our kababayan. We would like to see that this evil menace be put to stop, and that these men in authority to conduct themselves in honest, righteous ways.

As we now eagerly await for the Senate Blue Ribbon committee, House of Representatives Committee on Justice, DILG, DOJ and the PNP Chief, to take action on the matter regarding the lifestyle check of officials here in Negros Oriental. We, on our part, have exerted concerted effortto gather information on Colonel Rey Lyndon Toledo Lawas (PNP) as well as NBI Officer Miguel Dungog’s lifestyles.
We have learned that recently, Col. Rey Lawas (PNP) bought a new luxury vehicle which costs php1.7M IN CASH for his son (Kim Lawas) who is currently studying in Cebu and numerous real properties in Bacong, Negros Oriental and in Cebu.
IN CASH? This thought-provoking question has then led us to investigatefurther as to the source of funds for the said vehicle and real properties. And these, we believe, are some of them:
1) From diverted funds, namely;
a) PNP stations’ monthly Maintenance and Other Operating Expenses (MOOE) amounting to php10,000 – the said officer’s area ofresponsibility encompasses 25 PNP stations, bringing the amount to a total of php250,000 per month,
b) Allowance allocated for the PNP’s Children and Women’s Desk section which amounts to php40,000 per month,
c) Negros Oriental Planters Association, totaling tophp150,000 per month, Tolong Sugar Milling Corporation, Universal Robina Sugar Milling Corporation(URSUMCO) – Manjuyod, NegrosOriental, PNOC, totaling to php300,000 per month
2) Another is from the fact that his wife, Janei Flores Lawas,Chief LTO Officer assigned in Bais City, Negros Oriental, is accordingly receiving a 10% cut from “fixers”;
3) Not to forget, the monthly remittance from local gamblinglords (ROMMEL DY and BENNY ACENYAS) estimated to an awesome amountof 6M (SIX MILLION PESOS) (this amount is split 50-50 to Miguel
Dungog).
COINCIDENTALLY, Miguel Dungog also recently bought a Sportibo with a swooping price of php1.8M also IN CASH. This officer also owns a PajeroSUV with swooping price of php 2,750,000.00, CRV, has numerous real
properties in Municipality of Siaton, Negros Oriental and operates a sizable grocery store.
We also have learned from inside source that last February 08, 2011,Rommel Dy has had a major argument with NBI Officer Miguel Dungog whichalmost ended up with exchange of gunfire in the former’s place. This, we
were told, is regarding the fact that the latter wanted Dy to cease immediate operation of the illegal lotto collections. But accordingly, Rommel Dy insisted on continuing his operation as he has already paid Col. Lawas and Miguel Dungog the agreed monthly remittance in advance.
We therefore, stress and reiterate our call on Senate President Sen. Juan Ponce Enrille, Sen. JinggoyEjercito Estrada, Sen. Allan Peter S. Cayetano, Sen. Teofisto Guingona III, Sen. Antonio Trillianes IV, Rep.Neil Tupas Jr., DILG Sec. Jesse Robredo, DOJ Sec. Leila de Lima as well as PNP Chief Dir. Raul Bacalzo, to please conduct a thorough investigation on the above mentioned officers before a clash between the gambling lords as well as these officers will eventually turn into a full-blown war which would result to casualties among the innocent residents.

In another area, particularly in La Libertad, Negros Oriental, a name of a certain PO1 Jekker Saragina Llanes popped out linking him to be an illegal Suertres operator as well as protector. He was said to be persistent in such activity as according to him, he has the blessing of Sr. Supt. Rey Lawas to engage in such illegal Suertres operation in the area. He is even known to have been harassing some business people, reporting to duty under the influence of liquor, even to the extent of abusing his live-in partner brutally. Must we tolerate such kind of man-in-uniform in their evil ways? Cant Sr. Supt. Lawas do anything about this fellow who is using his name? Does this PO1 really have the blessing of Lawas to engage in such operation?
Lastly, the fact that a relative of Miguel Dungog, who is currently a Governor in the province of Negros Oriental, has been linked with the group to be receiving payola. Is he raising fund for use in preparation for campaign in the next 2013 election? If so, should we be allowing such kind of person to run in elections, knowingly he would again be in consortium with illegal gambling lords or concede with such other illegal activities.
In summary to the aforementioned, we cannot help but ponder. Are these men in authority and in uniform trying to shift from having these illegal gambling lords operate legally, making what once was illegal legal? Payola in this scenario has become a legal thing.
We therefore, reiterate the stand of the church, that all forms of gambling, be it legal or illegal, be stopped. As gambling has only beget misery in the lives of our kababayan. We would like to see that this evil menace be put to stop, and that these men in authority to conduct themselves in honest, righteous ways.

As we now eagerly await for the Senate Blue Ribbon committee, House of Representatives Committee on Justice, DILG, DOJ and the PNP Chief, to take action on the matter regarding the lifestyle check of officials here in Negros Oriental. We, on our part, have exerted concerted effortto gather information on Colonel Rey Lyndon Toledo Lawas (PNP) as well as NBI Officer Miguel Dungog’s lifestyles.
We have learned that recently, Col. Rey Lawas (PNP) bought a new luxury vehicle which costs php1.7M IN CASH for his son (Kim Lawas) who is currently studying in Cebu and numerous real properties in Bacong, Negros Oriental and in Cebu.
IN CASH? This thought-provoking question has then led us to investigatefurther as to the source of funds for the said vehicle and real properties. And these, we believe, are some of them:
1) From diverted funds, namely;
a) PNP stations’ monthly Maintenance and Other Operating Expenses (MOOE) amounting to php10,000 – the said officer’s area ofresponsibility encompasses 25 PNP stations, bringing the amount to a total of php250,000 per month,
b) Allowance allocated for the PNP’s Children and Women’s Desk section which amounts to php40,000 per month,
c) Negros Oriental Planters Association, totaling tophp150,000 per month, Tolong Sugar Milling Corporation, Universal Robina Sugar Milling Corporation(URSUMCO) – Manjuyod, NegrosOriental, PNOC, totaling to php300,000 per month
2) Another is from the fact that his wife, Janei Flores Lawas,Chief LTO Officer assigned in Bais City, Negros Oriental, is accordingly receiving a 10% cut from “fixers”;
3) Not to forget, the monthly remittance from local gamblinglords (ROMMEL DY and BENNY ACENYAS) estimated to an awesome amountof 6M (SIX MILLION PESOS) (this amount is split 50-50 to Miguel
Dungog).
COINCIDENTALLY, Miguel Dungog also recently bought a Sportibo with a swooping price of php1.8M also IN CASH. This officer also owns a PajeroSUV with swooping price of php 2,750,000.00, CRV, has numerous real
properties in Municipality of Siaton, Negros Oriental and operates a sizable grocery store.
We also have learned from inside source that last February 08, 2011,Rommel Dy has had a major argument with NBI Officer Miguel Dungog whichalmost ended up with exchange of gunfire in the former’s place. This, we
were told, is regarding the fact that the latter wanted Dy to cease immediate operation of the illegal lotto collections. But accordingly, Rommel Dy insisted on continuing his operation as he has already paid Col. Lawas and Miguel Dungog the agreed monthly remittance in advance.
We therefore, stress and reiterate our call on Senate President Sen. Juan Ponce Enrille, Sen. JinggoyEjercito Estrada, Sen. Allan Peter S. Cayetano, Sen. Teofisto Guingona III, Sen. Antonio Trillianes IV, Rep.Neil Tupas Jr., DILG Sec. Jesse Robredo, DOJ Sec. Leila de Lima as well as PNP Chief Dir. Raul Bacalzo, to please conduct a thorough investigation on the above mentioned officers before a clash between the gambling lords as well as these officers will eventually turn into a full-blown war which would result to casualties among the innocent residents.
