DECISION 2013: FOI ipaglaban – Tañada

BUO ang paniniwala ni Quezon Rep. Lorenzo “Erin” Tañada III na kailangan ang isinusulong niyang Freedom of Information bill sa Kongreso para mapaibayo ang kampanya para sa transparency sa ilalim ng gobyernong Aquino.

Ayon kay Tañada naniniwala siya na kailangan ang FOI para maipagpatuloy ang tuwid na daan sa pamahalaan kahit pa matapos na ang administrasyon ni Pangulong Aquino.

“I always go back to the thought that the president is for good governance, the president is for transparency and accountability.

This is the logical next step to strengthen good governance, transparency and accountability.

As a matter of fact, (late) Sec. Jesse (Robredo) himself said that there is no guarantee to eradicate corruption but you can make it difficult for people to commit corruption by making processes more transparent and one of those processes is FOI,” ayon kay Tañada nang bumisita ito sa Bandera kamakailan.FOI ayaw ng Palasyo?
Naniniwala si Tañada na hindi totoo na ayaw ng Malacañang ng FOI.

“Hindi naman pwede natin sabihin na ayaw talaga ng Malacañang.

Kung ayaw nila bakit pa mage-engage ang mga inutusan ng Malacañang na makipag-usap sa amin para masingit din kung concerns nila.”

Gayunman, nagtataka rin anya siya kung bakit hindi rin makapagbigay ng “marching order” ang Palasyo para mapabilis ang pagpasa ng importanteng panukala.

“Maybe he is looking for the bill that would be considered balance, fair.

And on my part, I engaged the study group of Malacañang to try to address that situation to make it fair as possible, I feel it’s fair.”

Anya pa, marahil na dahilan ng Palasyo ay marami pang usapin na dapat talakayin hinggil sa FOI kung kayat natatagalan ang pagpasa nito.

“The problem that I see now is the issue on the Right to Reply, so si (Nueva Ecija) Cong. Rudy (Antonino) naman ang nagsusulong na kailangan may section sa FOI bill na kasama yung Right to Reply sabi ko wala namang problema kung yan ay desisyon ng komite, ang problema (dapat) magpatawag ng committee hearing para mapag-usapan natin ito at mapagbotohan.

Ngayon kung yung results of the vote sa committee is favoring a right to reply wala akong magagawa that’s the essence of democracy. But the important thing is to call from a committee hearing.”

FOI bilang campaign pitch
Ang pagsusulong ng FOI ang nakikitang gagawing daan ni Tañada para makapasok sa senatorial slate.

Pero ang tanong ay kung makakapasok nga ba siya sa tiket ng administrasyon?

Maging si Tañada ay hindi ganon kasiguro kung makakapasok siya sa senatorial ticket ng koalisyon ng Liberal Party.

No to independent  candidate

“The first question is of course if you are to get into the slate. Kasi if I don’t get into the slate I’m practical enough na I’m not going to run independent,” pagtatapat ni Tañada sa Bandera.

Anya wala siyang balak sumugal sa laban kung wala ring partido na magdadala ng kanyang kandidatura.

“The question is will you win, do you have the machinery to win.

Will there be other people willing to support independent candidate, those are real question that have to be answered.

If I make it to the slate and the bill did not pass I would still continue to campaign for the FOI.

Now if I don’t get into the slate and the FOI does not pass I will still continue to push for it,” giit pa ng kongresista na nasa-ikatlo at huling termino na sa Kamara.

Wala rin anya siyang rason para mang-agaw ng kredito, at sabihin na siya ang orihinal na naghain ng FOI bill dahil nasa Kongreso na ito bago pa man siya naging mambabatas.

“Ang problema wala talagang nagdala ng bandera, I came in the 13th Congress salimpusa pa ako sa FOI nyan because first term ko wala talagang nag-push as far as they could.

In the 14th Congress nang nag second term na ako, I took it upon myself to do as much as I can.

It really went all the way to the Senate. I attended Senate hearings to make sure that it would also be considered.

So yun, admittedly I will admit I’m not the original because it’s been there even before I became a congressman but nobody took the cudgels.”

BAGAMAT nagdadalawang-isip pa si Quezon Rep. Erin Tañada kung itutuloy ang pagsali sa darating na 2013 senatorial elections, minarapat na ng Bandera na alamin ang kanyang mga posisyon sa ilan sa pinakamahahalagang isyu ng bayan.  Narito ang mga hirit ni Tañada.

Legal and illegal logging
At this point kailangan total (log ban). Kailangan i-define muna kung ano ang forest cover natin, ano yung areas na masasabi natin na matatanda na yung mga puno enough to start logging that area, alin yung mga areas na hindi.

Kasi at this point, no clear in-depth study on the forest cover areas that we are looking at. So sa ngayon total log ban muna.

Gawin natin yung mga studies na kailangang gawin tapos from then we can know kung gaano katagal ipaiiral yung total log ban.

Now if you’re gonna ask me how many years total (logban) my answer is it depends on how fast they can do the study.

Divorce
I have been asked that, I would like for the legislature to look at the annulment process first.

Kasi right now the annulment process is just for the rich. Now, if there is any way to make it more accessible to the poor, by all means lets work on that, if that is not possible then let’s go to divorce. (Editor:  Si Tanada ay hiwalay sa asawa at ngayon ay nasa proseso ng annulment ang kanilang kasal)

Same sex marriage
I leave it to the choice of the people. I am not the person to judge people who want to live with each other.

I’m open for discussion, lets’ look at it, I’m willing to study.

K to 12 educational  program
I’m in favor, I believe that we have to at least be considered with the international standard on our basic and secondary education.

Ako, tingin ko nga eh dapat ma-reorient na rin yung ating mga tao na college education is not really to reach up, it’s the reorientation that we should educate our people that being a farmer is not the lowest employment that you can get.

Reproductive Health bill
I’m in favor Legalization of jueteng.

We tried to stop it so many times, and many ways and in so many forms.

We might as well legalize it. Para sa akin we can get already as much revenue for the government.

Charter change
Charter change through concon (constitutional convention) not conass (constituent assembly), bahala na yung concon (sa amendments).

Labor export
We have to re-study that. Kasi ako unless we want to get way if it’s possible that our economy is surviving because of labor export we have to try to find ways of generating jobs and one way really is to strengthen your agricultural base, that would entail so many things – stop smuggling, investing on your farmers, your trade policy with foreign country …the person who does the negotiation should know that agriculture is not negotiable.

Ani-epal bill
Ok lang. But again, there has to be a certain balance.

If you’re a legislator who comes from the district, mapaghanap yung mga tao kung ano ang nagawa mo eh.

I remember that because nung si tatay (former Rep. Wigberto Tanada) congressman siya, hindi sanay si tatay na maglagay ng mga projects.

After his first term or going on his second term, ano yung project ni congressman bakit wala tayong nakikita.

The balance is there, now if you have to put the poster while the project is being constructed maybe it should be allowed after the project is completed you take it down.

That’s the way the mentality of our voters work, especially pagdating ng halalan, yung kalaban mo sasabihin ‘wala naman siyang nagawa’.

Programs for teachers
It’s not that we don’t believe in giving scholarships to students, that’s still there, para sa amin kasi importante ang teachers.

So we have an ongoing program every year for elementary and high school teachers to have a two and a half to three week training to upgrade their teaching skills and that is convertible to units for a masteral program.

So the teachers in the district, they are housed here in Philippine Normal University to upgrade their skills in English, Science and Math.

Then they will echo what they have learned from the training to their co-teachers.

Ang importante para sa amin sana ma-echo nila sa kapwa nila teachers, kasi yung programa naman ay hindi sapat para sa lahat ng teachers sa distrito.

Yun nga lang walang guarantee na hindi sila aalis after the training, unless we increase the salary of  teachers, that’s the only guarantee to maintain them in their areas

If salaries will remain as they are, talagang there is fear of losing our teachers.

Mga dapat mo pang malaman kay Erin

Networth:  P16 million

Bahay: I have one house in San Lorenzo (Makati). I have a condo unit in Makati. Pero I stay with my parents in Dasmariñas village (Makati)

Kotse: Meron akong Honda City 2011. I use the old (Nissan) Patrol of my father and my mother. Ang age ng Safari is 2004.

Ilan ang mga anak at saan nag-aaral: I have two kids, boy and girl.  Nag-aaral sila sa Ateneo at Assumption. First year College and Grade 8.

Baril: I own a 9mm and Uzi
